History & Background
District Courts, Kolai Pallas (Kolai Palas)
The District Courts in Kolai Pallas (Kolai Palas) are relatively new, established following the district's creation. Because Kolai Pallas lacks a fully developed judicial complex, its primary District and Sessions courts are operationally tied to and temporarily located in the neighbouring town of Besham (District Shangla).
Key Milestones & Administrative History
Kolai Pallas was carved out of Lower Kohistan, initially operating as an upgraded sub-division before being granted full district status in 2017. The District Courts were constituted in step with this administrative elevation.
Administratively, the District Courts operate under the appellate jurisdiction of the Peshawar High Court, specifically the Mingora Bench (Darul Qaza). All appeals from civil and criminal decisions of the District Court lie before this bench.
Due to the rough mountainous terrain and ongoing efforts to establish complete local infrastructure, the administrative duties and Sessions/Civil trials for Kolai Pallas cases are currently seated in Besham. This arrangement is temporary, pending the construction of a dedicated judicial complex within the district.
The courts handle various branches of law, overseen by a District & Sessions Judge (D&SJ) and supplemented by Additional Senior Civil Judges and Judicial Magistrates. Their jurisdiction covers:
- Civil matters — disputes, land acquisition, and property-related proceedings
- Criminal cases — from minor offences up to homicide
- Anti-Terrorism matters — within designated jurisdiction
